USN-3943-1 fixed a vulnerability in Wget. This update provides
the corresponding update for Ubuntu 12.04 ESM.

Original advisory details:

Kusano Kazuhiko discovered that Wget incorrectly handled certain inputs.
An attacker could possibly use this issue to execute arbitrary code.
